Does a change of BAMBOO Package (upgrade or downgrade) involve costs, or does a re-engagement?

A migration to a BAMBOO Package with a higher monthly rate does not incur any fees (called ETFs). On the other hand, a migration to a BAMBOO Package with a lower monthly rate generates costs.
